, my sources tell me and politico is running this, senator mitch mcconnell, the republican leader in the senate, who has basically been silent up to now, he is now saying he is going to propose a clean cr if they don't get a deal done tonight and they're not going to get a deal done tonight because as you're reporting, the senate is going to table the motion and send it back to the house. mcconnell has a one year clean continuing -- i'm sorry, a one-week, one-week clean continuing resolution which while it doesn't end the deal it basically pulls the rug out from the house. >> well, okay. again, larry, i'm not as versed in the civics as you are about this, but i'm confused. why would that matter? maybe john harwood wants to jump in. why would we care what mcconnell does when this is going to be back to the house and the ball in their court anyway. can the senate trump the house leave them out of it if mcdouble does what you're reporting? >> i'll leave that -- i'll leave that to john. the short answer is yes. the short answer is, it changes the dynamic substantially in political terms.

to a white house official the president placed separate phone calls to harry reid, mitch mcconnell, john boehner and nancy pelosi. so the president is starting to engage with congress members. perhaps it's a now wait and see kind of situation to be continued. but, you know, erin, just to give you a sense of how really locked in this white house is to its position right now that it's not going to look at anything that delays or defunds obamacare, the president met with his cabinet, said they need to start preparing for a government shutdown, start looking at things they can do to prepare for a government shutdown, and you heard the president earlier this afternoon say that obamacare is here to stay. but outside of this government shut down and outside of this debt default, he started to place the blame squarely on the shoulders of republican for people being hurt. he talked about women, children, veterans, senior citizens. and listen to what the president told npr earlier this evening about the prospect of a government shut down. i'm going to read it to you. he said to npr, i shouldn't ha

get straight -- mitch mcconnell, i believe, is speaking. he is getting into his suv. let me get straight to jim acosta who is at the white house. we saw john boehner speak. who else spoke? a 90-minute meeting. what happened? >> all we've seen so far, you caught me poking down the driveway for a few moments. all we've seen so far is house speaker john boehner coming out of west wing. he gave a very brief statement saying at this point, the white house will not negotiate over this shutdown that is now into day two. obviously, house republicans would like to see some sort of concession on obama care. the president, if you listen to what john bain her to say right after this meeting, the white house is not offering that. what john boehner said, he still wants to have conferrees pointed. what does that mean? what house republican wos like to have the senate do is send members from the senate into a joint house senate conference to try to work out some sort of agreement. senate democrats have obviously balked at that. that may have been some of the conversation at this meeting. john b

congressional the leaders -- speaker john boehner, nancy pelosi, mitch mcconnell and meeting in there. the staff are not in there. theet meetings in the past haven't led to a lot of breakthroughs when you have bipartisan bicameral. the president spoke with john harwood today. what was interesting in the interview, brian, is he had a bit of a warning to wall street about how the government shutdown is related to the debt ceiling issue that will hit in three weeks. take a listen. >> wall street has been calm about this. is that the right way to look at it? >> no. this time is different. they should be concerned. when you have a situation in which a faction is willing potentially to default on u.s. government obligations, then we are in trouble. if they are willing to do it now, they will be willing to do it later. >> reporter: so we'll see. that's the message in there. the president says he's willing to talk, but not negotiate on anything until the government is re-opened. then he's willing to have a larger discussion on the budget. we'll see what speaker boehner thinks of that. >
